Houses
The Dasaroi government consists, in its entirety, of the leaders of twenty-one Houses. These are divided into three groups of seven, informally known as the First Circle, Second Circle, and Third Circle; formally, the First Circle is known as the Talthar Kithrayna.
Kitharna (Male: Kitharn; Female: Kithara) of the Second and Third Circles have some power in the government of the city, but the Talthar Kithrayna hold the majority of that. In most cases, Kitharna’s actual rights and responsibilities end at the threshold of their Houses.
During the diaspora, and for many years after the Dasaroi began to rediscover and restore their heritage, one could not rely upon any members of the Talthar Kithrayna residing in Shayara. During this time, the city was governed by the Second and Third Circles, headed up by whatever members of the Talthar Kithrayna happened to be in the city. The system devised to weigh the votes of the Kitharna became, at times, ludicrously arcane… the votes of the Second Circle were given twice the weight of the Third Circle, except for certain Houses, save for when the Kitharna was a chosen heir rather than an accidental one – and it grew more complicated from there.
Approximately three hundred years ago, the process was streamlined. A Council was formed of many members of the Kitharna, and many non-Kitharna. The purpose of the Council? A democratic voting body to govern the city when no Kithrayna were present, and back the Kithrayna when only a few were present. The Council exists to this day.
